NEW YORK (Dow Jones)--Toll Brothers (TOL) just lowered the bar for the home building industry.

This week Horsham, Penn.-based Toll started offering 30-year,fixed-rate mortgages at 3.99% for new loans of $417,000 or less with nopoints. The rate is well below the national average and is one of - ifnot the - lowest in the industry.
